The building is in an interesting roman style with a large square in front of it that's begging to be filled with something.
This car has Dr Who (ala Jon Pertwee) written all over it. It was simply a matter of removing the chains and jacks.

Light sources for the scene.
Fancy dress parties are a rich source of material. At this one there were gangsters, gladiators, punks and pimps.The Austin Powers character suited the milieu better than any of the others.
I replaced the fork with a gun but left him his sausage roll.
The lighting for the scene comes primarily from two lampposts placed at either end of the square. Once these were in place, the shading and shadows could be added to compliment these two sources.

The finished product has a high contrast yet sinister appearance. The deliberate lighting and high saturation gives it an unreal, stage-like, quality as though everything has been meticulously arranged for the best effect (which it has).
The temptation to add mist and alternative localized light sources is one that I've so far resisted, though the image is ideally suited for such a treatment.
