People find this sort of image intrinsically interesting even if they aren't familiar with any of the subjects that comprise the piece. The technique itself will entice people to study the image closely and then at a distance, and then closer again.

In this detailed view we can see more clearly that the image is composed of thousands of tiny images. In this particular variation, the 'cell' images (the small ones) retain much of their luminosity values yet adopt the colour of the background image; this is the most effective method of creating this type of mosaic.
It is possible to mix the various levels of cell image and background image though you will probably only need to resort to that method if you are using a small array of cell images that would otherwise obscure the background image altogether.
